Salary: 65,000
 

Overview:
 

The CDC Foundation is seeking a Grants and Project Analyst who will work with North Carolina Department of Health and Human Services to support expanded need for preparing post-award subgrants and contracts to execute COVID and epidemiologic/laboratory capacity funding.
 

Qualifications:
 

  • Bachelor’s degree from an accredited college or university in public or business administration, accounting, finance or related field; OR
  • Graduation from high school or equivalent education and two years of professional grants experience which includes at least one year of professional grants experience which includes at least two of the following areas: writing grant applications; determining grant/subgrant program eligibility; researching, writing and implementing grant program plans; managing fiscal aspects of grants/subgrants; providing technical assistance to grant/subgrant recipients; and/or monitoring and ensuring grant/subgrant recipient compliance; OR
  • An equivalent combination of education and experience as described above.
  • Ability to manage, compile, analyze, and present data.
  • Ability to communicate clearly both orally and in writing with diverse audiences.
  • Ability to work with a variety of computer software packages.
 

Responsibilities:
 

  • Draft, process, monitor, and/or evaluate applications for subgrants submitted by organizations for program participation.
  • Review, monitor and ensure recipient and subgrantee compliance to federal, state and local laws and regulations.
  • Provide technical assistance to grant/subgrant recipients regarding program operations including grants management, program planning and interpretation and analysis of regulations, policies and procedures.
  • Inspect subgrantees operations to ensure adherence to program objectives; document and report all discrepancies.
  • Review audits or financial records, reports and statements to determine compliance with grant requirements.
  • Engage with subgrantees, local health departments, other program representatives/participants.
  • Conduct data entry as appropriate.
  • Completes related reports; may compile special and/or statistical reports, analyzing data and interpreting results.
  • Collaborates on determining need for changes in procedures, guidelines, and formats; devises resolutions and changes, and monitors success.
  • Drafts standard operating procedures as needed.
  • Analyzes laws and regulations governing program or technical area and applies them appropriately to resolve problems and assure compliance.
  • Monitors changes in laws and regulations and advises participants and other staff.

This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and North Carolina Department of Health and Human Services, in order to best support the State of North Carolina in their public health programming.
