What is BHARP?

The Behavioral Health Alliance of Rural Pennsylvania (BHARP) is a nonprofit, organized to support the implementation of the HealthChoices, Pennsylvania’s managed care program for Medical Assistance recipients, in 24 rural Pennsylvania counties. The 24 counties include: Bradford, Sullivan, Cameron, Elk, Centre, Clarion, Clearfield, Jefferson, Columbia, Montour, Snyder, Union, Forest, Warren, Greene, Huntingdon, Mifflin, Juniata, McKean, Northumberland, Potter, Schuylkill, Tioga, and Wayne County. The organization is comprised of mental health and substance use disorder administrators from the member counties and is staffed by experienced, dedicated, and talented individuals. BHARP’s vision is to ensure that all individuals receiving behavioral health services in the BHARP region have access to a comprehensive array of high quality, cost effective, community based, and recovery-oriented services that maximize their potential for recovery.

What are we looking for?

Stakeholder Engagement Specialist

Under the direction of the Director of Quality, the Stakeholder Engagement Specialist will ensure compliance with the member services related functions identified in the HealthChoices Program Standards and Requirements (PS&R), representing people with lived experience. The Stakeholder Engagement Specialist will support and monitor member, provider, and other stakeholder activities and participate in opportunities to meet with stakeholders in cooperation with the Behavioral Health Managed Care Organization (BHMCO). These activities include the member and provider surveys, community meetings, engagement activities, and BHARP member county requested engagement activities. The Stakeholder Engagement Specialist will provide data analysis and decision support using stakeholder data. The Stakeholder Engagement Specialist will interface with BHARP member counties and the BHMCO to ensure local priorities and needs are met, which includes active participation in the BHARP Quality Committee, Community Support Program meetings, local advocacy organizations, and other groups as necessary. The Stakeholder Engagement Specialist will develop and monitor strategic plans and participate in the BHARP quality department-wide reporting and planning efforts as a part of the quality department team.

This is a remote position with the requirement to travel to meetings throughout the BHARP covered region approximately 12-15 times per month and travel to the BHARP office, located in State College, PA, as requested by management.

The primary duties for this position will include:

1. Develop, implement, and monitor BHARP specific and individualized intersystem engagement strategies in conjunction with BHARP member counties including member and stakeholder satisfaction.

2. Provide reports and support oversight and monitoring functions of the BHARP Quality Committee.

3. Collaborate with BHMCO and member counties for member and stakeholder satisfaction initiatives.

4. Lead development of system stakeholder relationships and feedback processes.

5. Interface with BHMCO’s member services, family, and member advisory committees.

6. Interface with local, regional, and statewide Community Support Program (CSP) meetings.

7. Support adherence to the CSP and Child and Adolescent Service System Program (CASSP), System of Care principles, and Department of Drug and Alcohol Program Principles of Effective treatment.

8. Support HealthChoices and other relevant public education programs on behalf of the member counties and stakeholders.

9. Develop and implement inter-systems stakeholder strategic plans.

10. Collaborate in BHARP cross-committee integration and initiatives.

11. Support and intervene on behalf of members and providers when quality of care concerns is revealed during member and provider surveys – interface with the BHMCO.

12. Develop and implement ad hoc reports and/or initiatives as needed.

13. Advance efforts to ensure that recovery tools and library resources, supports and services are realized and that recovery steps are self-determined.

14. Promote adherence to the Quality Guiding Principles, Mission, and Philosophy.

15. Other duties as assigned by the Director of Quality.

· Valid Pennsylvania driver’s license

· Clearances: Child Abuse History, Criminal Record Check, DMV Record Check, FBI fingerprinting

· Immigration and naturalization (I-9) clearance
