Job Title: Environmental (Technical Assistance and Training Program) Program Specialist

Internal Classification: Environmental Coordinator I, TAT or Sustainable Lands Department

Time: Fulltime (40 hr/week), Part-time may be available (20-39 hr/week)

Location: Based in Anchorage. Travel in rural Alaska 60 - 70 % of time on season.

Reports to: Executive Director

About YRITWC: The mission of the Yukon River Inter-Tribal Watershed Council, a non-profit 501(c)3 organization, is: We, the Indigenous Tribes/First Nations from the headwaters to the mouth of the Yukon River, having been placed here by our Creator, do hereby agree to initiate and continue the clean up and preservation of the Yukon River for the protection of our own and future generations of our Tribes/First Nations and for the continuation of our traditional Native way of life. The YRITWC vision is: To be able to drink water directly from the Yukon River.

Summary of Position:

This position performs technical assistance and training in the field of drinking water site assessment, traditional drinking water protection, water testing, health and sanitation education and outreach and general environmental program management. This position time is split between two areas of focus:

1. Rural Alaska Technical Assistance & Training Program

  • Focus areas for this position include the above.
  • Assistance and Training in the form of:
  • Planning - assessing needs, sizing and purchasing equipment/supplies, developing water utility user fees, assistance with drinking water source protection plans
  • Health and Environmental Assessment - identifying and prioritizing health and environmental issues, including water quality and climate change impacts
  • Community Involvement - assisting with surveys, identifying or compiling good outreach materials, researching useful practices from other communities, on-site presentations, etc

2. Traditional Drinking Water Mapping Outreach

  • Continuing to build relationships with Tribes and maintaining inventory of traditional drinking water sites and their condition

Primary Responsibilities & Duties: Work with Solid Waste Management Specialist in Rural Alaska Technical Assistance & Training Program as a team. Provide training and technical assistance to rural Alaska Environmental Program staff in areas related to the unique water management circumstances of rural Alaska, including local program capacity development such as education & outreach, budgeting, and EPA IGAP grant management & workplan tracking. Provides technical assistance to rural communities in related areas within the capability of the individual such as traditional ecological knowledge, air quality, water quality, ecological monitoring programs, and/or public health.

Required Skills & Abilities:

  • MS Excel, MS Word proficiency
  • Minimum 5 years of experience in related field, preferably in, or working with, rural Alaska
  • Substantive familiarity with Rural Alaska stakeholder entities and general missions and responsibilities
  • Yup'ik language familiarity, fluency preferred
  • Ability to take and give direction gracefully
  • Good communication skills
  • Good organization skills

Highly desirable Skills & Abilities, but not required:

  • Rural Alaska Native Village life experience is highly desirable
  • Social Media Marketing experience is highly desirable
  • IGAP Program experience is highly desirable
  • Academic Background of Environmental Science, Public Health, Environmental Management, or a similar field.
  • Knowledge of tribal sovereignty and experience working with tribes
  • Experience in using software programs useful in education & outreach or project management and data management
  • Experience and proficiency in additional environmental or public health fields
  • Academic research experience, including published articles and conference proceedings

Physical Demands and Location: Primarily an office position in Anchorage in fall and winter months with rural Alaska travel taking a leading role from May to October. YRITWC takes pride in providing rural Alaska employment opportunities and will be supportive of applicants desiring to remain in rural Alaska while working with YRITWC. In this case, the job is primarily by telecommuting with approximately quarterly travel to Anchorage, in addition to that stated for the job position itself.
