Our Position: We are currently seeking a Staffing Specialist (Recruiter) for our corporate office located in Williamsville, NY to assist maintaining staffing levels across our agency. This position also involves:
- Posting, Advertising, Screening, Interviewing & Applicant tracking for all open positions
- Ensuring a streamlined & efficient hiring process
- Conducting necessary background checks per agency position
- Develop recruitment strategies to achieve & maintain required staffing levels
Our Schedule: Mon-Fri 8:00am-4:30pm (40 hrs. per week)
Our Rate of Pay: $20-$21 per hour (based on experience)
Our Requirements:
- Bachelor’s Degree plus (3) years related experience in the HR field OR
- Associate degree plus (4) years full-time paid experience in the Human Resource field OR
- Equivalent combination of education & experience plus (2) years interviewing experience
- Excellent written & oral communication skills

Position Summary:
The Staffing Specialist is responsible for maintaining staffing levels across all of The Arc Erie County New York. Primary duties include the recruitment/sourcing, evaluation, selection of talent for open positions. This consists of all steps of recruitment including but not limited to posting, advertising, screening, interviewing and applicant tracking for all open positions. The Staffing Specialist will collaborate with Hiring Managers ensuring a streamlined and efficient hiring process.
The Staffing Specialist should be knowledgeable of all positions, possess a high skill level of interviewing techniques and have extensive knowledge of HR practices and procedures, Federal and State laws regarding employment practices.
Reporting Relationship:
Receives direct supervision from the Human Resources Department; in particular the Employment Manager and the Associate Director of Human Resources. Shall work closely with the Management team of all Divisions of the Agency.
Job Duties and Responsibilities:
- Recruitment:Establish and maintain relationships with hiring managers to stay abreast of current and future hiring needs.
Develop recruitment strategies to achieve and maintain required staffing levels.
Reviews and updates behavioral interview questions for various open positions. Ensures interview questions align with Core Competencies for each position.
Develop employment advertisements for area newspapers, colleges, and on applicable Internet recruiting resources, establish working relationships with local colleges for culturally diverse recruitment efforts.
Develops and maintains social media strategies.
Maintain applicant tracking metrics and reports on such metrics monthly to the CHRO.
Review applications/resumes and pre-screen applicants to determine if the candidate meets minimum criteria for an interview.
Interview applicants to obtain information on work history, skills, training and education, etc. Assists with testing employment candidates as needed.
Provides information on job opportunities to potential applicants. Refers qualified applicants to hiring manager/supervisor, making hiring recommendations in a timely manner.
Respond to all employment inquires in a timely and professional manner.
Arrange for interviews and provides relevant information as necessary. Communicates all details of the interview schedule to the applicable parties.
Participates in area job/career fairs, explore job fair opportunities and make recommendations to supervisor on which ones to attend for agency representation, etc. Assist with “Agency” held “job fair/open interview events”.
Conduct site visits for the purpose of auditing “on-site” interviews.
When possible, works to engage individuals we support as an integral part of the selection process, particularly in the Residential Line of Business.
Conducts reference and background checks for drug testing, Medicaid, DMV, OPWDD, OCFS and Justice Center
Maintains records on recruiting activities. Ensures that all necessary files are maintained and current to include any scanned information to be filed electronically.
Maintain current knowledge of Equal Employment Opportunity (EEO) and Affirmative Action guidelines and laws, such as the Americans with Disabilities Act (ADA).
Confer with department managers/supervisors relating to personnel needs, job specifications, duties, qualifications and skills as it relates to recruitment.
Participates in various committees related to Department and Agency needs.
- Hiring:Reviews job descriptions and applicable interview question catalog with supervisor and managers ensuring they are current, relative and up-to-date, reflecting the Core Competencies as needed.
Review and approve selected candidate paperwork ensuring candidate meets job qualifications as defined in agency job descriptions.
Will ensure that the HRIS system is updated and current. Will run reports as deemed necessary.
- Training:Develops and conducts training programs for managers/supervisors in effective behavioral interviewing.
Develops and conducts training programs for managers/supervisors regarding agency employment policies and practices.
Assures confidentiality of all information.
- Specialized Assignment Duties:
Community and Support Services:Assigned to specifically expedite the interview and hiring process for the CSS/ISS business units.
Will work closely with all levels of management across the units to ensure appropriate staffing levels are met. This may include prospective recruitment.
Will be expected to attend periodic staff and management meetings to fully understand and anticipate the staffing needs of the unit. Will acclimate with mangers to fully understand the various cost centers and skills/background requirements need to ensure full staffing.
Will process any necessary change of status forms to ensure that staff are placed on and removed from payroll as necessary.
Shall assist in developing staffing matrixes to fully utilize all staff that are hired. Will work with management to determine staffing needs and work to assign staff as efficiently as possible so as to fill all available shifts at all times.
Residential ServicesAssigned to specifically expedite the interview and hiring process for the Residential business unit.
Will work closely with all levels of management across the unit to include Sr. Management, Regional Supervisors, IRA Managers and Assistant Managers.
Will facilitate the prompt and efficient sourcing and review of candidates, arrange interview appointments and follow up on any necessary documentation.
Will work in collaboration with other HR staff to ensure that metrics are monitored and generated regularly.
May attend periodic staff meeting and management meetings.
Is expected to become familiar with the locations, needs and requirements of the various IRAs to ensure that the best possible candidates are placed in open positions and that the candidates will comfortably and efficiently engage with the people living in the IRAs.
- Completes other applicable documentation responsibilities and other duties as assigned.
Qualifications and Education Requirements:
Bachelor’s Degree PLUS three years of experience in the Human Resource field with one year demonstrated Recruitment/Staffing and interviewing/hiring experience
OR
Associate’s Degree PLUS four years of experience in the Human Resource field with one year demonstrated interviewing/hiring experience
OR
Equivalent combination of education, and experience PLUS two years required interviewing experience

Maintain current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws regarding human resources.
This position requires an extremely perceptive person with excellent oral and written communication skills; ability to provide vision and leadership; Detail oriented, logical, and methodological approach to problem solving; ability to plan and schedule the work of others. Demonstrated capability to interface and maintain effective relationships with all departments and employees in a team-oriented environment; good organizational skills and demonstrated self-initiative.
Good knowledge of office terminology, procedures and equipment; working knowledge of MS Word. Experience with Applicant Tracking and HRIS systems is preferred.
Ability to understand and follow complex oral and written instructions; Position requires excellent writing and interpersonal skills and the ability to work independently and with others. Must be able to represent the Human Resource Department in a professional manner.
Prior experience or knowledge of services for individuals with IDD preferred.

- Equipment Operation:
Ability to use common office equipment: telephone, computer, fax, copy machine, laminator and camera, etc.
