The NSF associate program officer works with program officers or senior researchers to provide an integrated and responsible effort for a research program or an NSF funding program. The goals and core strategies of NSF's Strategic Plan set the framework for all activities. The goals are: (1) empower STEM talent to fully participate in science and engineering, (2) create new knowledge about our universe, the world and ourselves, (3) benefit society by translating knowledge into solutions; and (4) excel at NSF operations and management. The core strategies NSF staff employ include developing intellectual capital, strengthening the physical infrastructure, integrating research and education, and promoting partnerships.

An associate program officer is involved in a range of activities that include, for example, long-range planning and budget development for the areas of science represented by the program or program cluster, administration of the merit review process and proposal recommendations, preparation of written material describing advances in the activities supported, and liaising with other NSF programs, Federal agencies and organizations.

MAJOR DUTIES AND RESPONSIBILITIES

An associate program officer contributes to the efforts of a "cluster" under the leadership of a program officer, manages a program under the direction of more senior staff, or works in an environment that combines these attributes.

PROGRAM PLANNING AND MANAGEMENT

  • Promote a healthy balance of support for all the needs of the research and education enterprise either through program, division, directorate, Foundation, or interagency activities.
  • Monitor program resources to provide optimal appropriate scientific judgment to ensure integrity and consistency in the grant declination process without conflicts of interest, balance among appropriate sub-fields and institutions, and participation of all qualified scientists. Incorporate cross-directorate responsibilities into program administration.
  • Administer an effective, timely merit review process, with attention to increasing the size and quality of the reviewer pools and insuring participation by women, minorities and disabled scientists.
  • Provide scientific evaluation and advice for other programs in NSF, including international and cross-directorate programs.
  • Assist in the development of short- and long-range plans, establishing objectives for programs, and program evaluation. Assist in planning the program budget and allocating resources within that budget among major competitive projects.
  • Control waste, fraud, and abuse.

REPRESENTATION, COMMUNICATION AND LEADERSHIP

  • Represent the program, division, and Foundation, within the scientific community, with other NSF Divisions, other agencies and organizations, and the public, accurately reflecting NSF policy and positions.
  • Create and maintain linkages to other NSF units and other Federal agencies in pursuit of the overall NSF mission.
  • Participate in staff, panel, committee and other meetings, providing input relevant to program area and/or division.
  • Pursue affirmative action and EEO goals.
  • Be responsive to assignment on special projects and temporary functional teams from across the Foundation to solve problems, improve staff communication, and effect coordination.
  • Contribute ideas and effort to improving the quality of policies and NSF's performance of the Agency's overall mission. Provide information to the community on how NSF is pursuing its mission and gather data and impressions from the community on the effectiveness of NSF's performance of its mission.
  • Prepare and disseminate a variety of informational documents.
PROFESSIONAL DEVELOPMENT
  • Establish contacts and maintain active involvement in program and related areas through participation in professional activities. Maintain familiarity with salient current research developments. Pursue individual research as workload and travel funds permit.
  • Expand administrative capabilities through training courses or assumption of new management responsibilities.

Qualifications

Candidates must have a Ph.D. in a STEM field plus after award of the Ph.D., four or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master's degree in a STEM field plus after award of the degree, six or more years of successful research, research administration, and/or managerial experience pertinent to the position.

Relocation expenses MAY be paid contingent upon the availability of funds.

  • Demonstrated expertise in STEM education or the transformation, administration, or evaluation of STEM education programs, especially at the graduate or undergraduate level.
  • Ability to interact, on a peer basis, with senior scientific and managerial personnel throughout the NSF, other governmental agencies, academia, non-profits, and the private sector.
  • Ability to formulate and apply data-driven/analytic strategies and tools to design, plan, coordinate, and manage a complex portfolio and program outcomes to achieve organizational objectives.
  • Experience using a variety of types of data and different computational and visualization platforms to present information in user-friendly ways for diverse audiences.
  • Demonstrable awareness of recognized standards for data maintenance and understanding of legal, ethical, security, and privacy considerations of data use (including student records and personally identifiable information).
