CHIEF OPERATING OFFICER (COO) JOB DESCRIPTION
Organizational Overview
The Behavioral Health Alliance of Rural Pennsylvania (BHARP) is a nonprofit that is the Primary Contractor for the Behavioral HealthChoices managed Medicaid program for Medical Assistance recipients, in 24 rural Pennsylvania counties. The 24 counties include: Bradford, Sullivan, Cameron, Elk, Centre, Clarion, Clearfield, Jefferson, Columbia, Montour, Snyder, Union, Forest, Warren, Greene, Huntingdon, Mifflin, Juniata, McKean, Northumberland, Potter, Schuylkill, Tioga, and Wayne County. The organization is comprised of mental health and substance use disorder administrators from the member counties and is staffed by experienced, dedicated, and talented individuals. BHARP’s vision is to ensure that all individuals receiving behavioral health services in the BHARP region have access to a comprehensive array of high quality, cost effective, community based, and recovery-oriented services that maximize their potential for recovery.
COO Position Overview:
MUST RESIDE IN THE STATE OF PENNSYLVANIA.
THIS IS AN IN-OFFICE POSITION WITH THE REQUIREMENT TO WORK IN AN OFFICE SETTING MONDAY THROUGH FRIDAY.
The Chief Operating Officer (COO) collaborates with the Chief Executive Officer (CEO) in setting and driving organizational vision, operations strategy, and manages infrastructure that promotes the advancement of the BHARP Board of Director’s goals. The ideal candidate MUST have a comprehensive understanding of the behavioral health system to include understanding the Mental Health (MH)/Intellectual Disability (ID) and Substance Use Disorder (SUD) services across the continuum of care and prior experience working in a managed care system or environment. The COO, in collaboration with the CEO, will plan, direct, coordinate, and oversee operations activities in the organization, ensuring development and implementation of efficient operations and cost-effective systems to meet current and future needs of the organization. The ideal candidate will have a strong background in healthcare management, strategic planning, and operational leadership.

Position reports to: CEO
Essential Requirements:
· Master’s degree in human services or a business-related field. A combination of related education and experience can be substituted for a master’s degree.
· Four years of progressive management experience in behavioral health, including budget, contracting and service system oversight responsibilities.
· Advanced knowledge of software applications including Microsoft Office Suite.
· Satisfactory child abuse and FBI fingerprinting clearances.
· Advanced knowledge of the public mental health, intellectual and developmental disabilities, and drug and alcohol systems in PA.
· Experience and knowledge of state regulations that govern the HealthChoices Managed Medicaid Program.

Essential Functions:
1. Ensure the proper, effective, and efficient operations of the company.
2. Partner with the Operations team to evaluate business policies and practices.
3. Support and advise the CEO in financial decision-making to include directing the budget process with the CEO.
4. Organize and follow through with pertinent meetings and reports as determined by the CEO and the Board of Directors.
5. Collaborate with the CEO to formulate and advance new and existing projects and programs.
6. Develops action steps to achieve the strategic objectives established by leadership and the Board of Directors.
7. Responsible for ensuring that the assigned BHARP Committees operate in an efficient and effective manner.
8. Ensure staff are adequately trained and supervised in conducting the HealthChoices monitoring functions.
9. Interact with staff, BH-MCO, state and county officials, and other stakeholders as necessary to ensure a collaborative working relationship. This includes email correspondence and New Member Orientation, Etc.
10. Set goals for each department and ensure follow through in a timely manner.
11. Direct and oversee implementation of policy and procedure for BHARP to ensure the directives from the Board of Directors are followed.
12. Fulfill all responsibilities of the CEO in their absence.
13. Other duties as assigned by the CEO.
