SHELTER, Inc. is seeking a dynamic and experienced HR Manager to lead our human resources function. In this role, you will have the exciting opportunity to oversee all aspects of HR, from recruitment and employee relations to training and development. You will work closely with executive management to improve policies and procedures, ensure compliance with legislation, and implement strategies to enhance employee engagement and retention.

If you have at least 5 years of HR management experience, a strong understanding of employment law, and a proven track record of leading and motivating teams, we want to hear from you! SPHR or SHRM-SCP certification, bilingual capability, and experience in a non-profit setting are all highly desirable.

ORGANIZATION: Created in 1986, SHELTER, Inc. is a leading non-profit that provides housing and homeless services in multiple Bay Area counties.

MISSION: To prevent and end homelessness among low-income, homeless, and disadvantaged families and individuals by providing housing services, support and resources that lead to self-sufficiency.

Responsibilities include:

HUMAN RESOURCES LEADERSHIP

  • Annually reviews and makes recommendations to executive management for improvement of the agency's policies, procedures and practices on personnel matters.
  • Maintains knowledge of industry trends and employment legislation and ensures agency's compliance with federal and state legislation, including local ordinances.
  • Manages and communicates agency personnel policies and procedures
  • Consults with external HR consultant and/or legal counsel as appropriate for strategic people initiatives or complex HR matters such as workplace investigations.
  • Works directly with managers to assist them with personnel matters.
  • Serves as a trusted advisor to employees and managers on HR-related matters. Handles employee relations matters, including conflict resolution, disciplinary actions, and grievance processes.
  • Recommends, evaluates, and participates in staff development, training, (L&D) and career pathing for the agency.
  • Works with management/leadership to develop retention strategies that foster employee engagement and reduce turnover.
  • Updates job descriptions, including essential functions, competencies/skills/experience, and physical requirements
  • Supervises the staff of the human resources department.
  • Implements and maintains a human resource system for payroll, benefits, performance management, analytics etc.
  • Coordinate development, dissemination, and analysis of annual and pulse employee satisfaction/engagement surveys. Implement culture-building strategies and people initiatives focused on employee experience, based on survey feedback.
  • Oversee offboarding with employees, including exit interviews.
  • Participate in SHELTER, Inc’s DEI committee initiatives, ensuring DEI is present in all aspects of HR.
  • Participate and support the organization’s CARES Team Program and other wellness/mental health programs.

PAYROLL, BENEFITS AND COMPENSATION

  • Oversees the processing and administering of payroll and all related functions.
  • Creates a compensation strategy for all employees based on market research and pay surveys, ensuring pay equality and competitive wages/total compensation.
  • Analyzes and modifies benefits policies to establish competitive programs and ensure compliance with legal requirements; serve as liaison to third-party brokers
  • Complete required reports and coordinate response to audit inquiries.

LEAVES OF ABSENCE

  • Administers staff leaves of absence (PTO, FMLA/CFRA, disability/medical leaves etc.) in compliance with agency policies/procedures, applicable legislation, and best practices in the field.
  • Manages interactive process for disability accommodations and document accordingly.

TALENT AQUISITION AND MANAGEMENT

  • Oversees the recruitment, onboarding, and retention of top talent. Implement effective talent acquisition strategies, including sourcing, interviewing, and selection processes, ensuring a diverse and inclusive workforce.
  • Monitors people analytics such as time-to-hire, turnover, those at risk of leaving, and diversity, and recommend strategies to address problem areas and improve processes.
  • Identify skills gaps by department and position. Implement learning and development programs, which includes training and career pathing opportunities.
  • Manage performance evaluation process, making recommended renovations to ensure focus on employee growth and development.

Job Type: Full-time

Pay: $92,040.00 - $105,560.00 per year
